Canadian Regulations on Electronic Logging Devices

Transport Canada is proposing to amend the Federal Commercial Vehicle Drivers Hours of Service Regulations to require that motor carriers and commercial vehicle drivers use Electronic Logging Devices (ELDs) for logging Hours of Service (HOS).

The department plans to issue a publication early in 2017, to be followed by a 60-day comment period. We are expecting the publication in the Canada Gazette Part II early spring 2017. The proposed regulation should allow for a delay of one or two years, meaning carriers would have until spring 2018 or 2019 to start using compliant ELD. Carriers already using ELD technology, but that does not meet the new requirements, would have additional time to comply.

In July, the Canadian Council of Motor Transport Administrators (CCMTA) issued a draft ELD technical standard to industry stakeholders and ELD suppliers for review in a two-month consultation period. ISAAC’s team is therefore reviewing the draft and will be submitting its comments to the CCMTA. These technical specifications are aligned with the United States’ ELD final rule. Since we are already working on ensuring our solution complies with the United States’ ELD requirements, we are confident that we will be able to quickly meet Canadian specifications.
